ISO 27001 Certification in Canada: Bodies, Costs, 2026 Timeline

Reviewed by Ali Aleali, CISSP, CCSP · Last reviewed October 31, 2026

ISO 27001 certification in Canada is issued by an accredited certification body, a separate firm from the consultant who helps build the program. A certificate from a body accredited by the Standards Council of Canada (SCC), ANAB, or UKAS carries the same international recognition. Certification typically comes 6 to 12 months after kickoff, or 4 to 6 months with an existing SOC 2 program. The certificate is then valid for three years, with surveillance audits in years one and two.

At a glance

ISO 27001 certification in Canada: the facts that set the budget and the calendar

  • Current standard: ISO/IEC 27001:2022, plus Amendment 1:2024 (climate action changes). Certificates to the 2013 edition had to transition by October 31, 2025.
  • Legal status: a voluntary framework. No Canadian law requires ISO 27001. Customers and contracts do.
  • Who issues the certificate: a certification body accredited to ISO/IEC 17021-1 and ISO/IEC 27006-1. In Canada, the accreditation body is the SCC.
  • Recognition: SCC, ANAB (US), and UKAS (UK) are all signatories to the international recognition arrangement for ISO/IEC 27001, now run by Global Accreditation Cooperation Incorporated, which replaced the IAF and ILAC on January 1, 2026.
  • Cycle: Stage 1 and Stage 2 audits, surveillance audits in years one and two (the first within 12 months of the certification decision), and recertification in year three.
  • Timeline: 6 to 12 months from kickoff to certificate, or 4 to 6 months with an existing SOC 2 program.
  • Implementation cost: CAD$15,000 to $40,000 for organizations under 50 employees, CAD$40,000 to $80,000 for 51 to 250. The certification body's audit fee is a separate invoice.

Who can issue ISO 27001 certification in Canada?

ISO 27001 certification in Canada can only be issued by a certification body (CB) accredited to audit information security management systems, which means meeting ISO/IEC 17021-1 (requirements for bodies that certify management systems) and ISO/IEC 27006-1:2024 (the added requirements for bodies that certify information security management systems, which replaced ISO/IEC 27006:2015).

The Standards Council of Canada is the only internationally recognized accreditation body in Canada offering information security management system accreditation. Neither ISO nor the SCC certifies companies. The SCC accredits the CBs that do.

Are ANAB- and UKAS-accredited ISO 27001 certificates recognized in Canada?

An ISO 27001 certificate issued by a CB accredited by ANAB or UKAS is recognized in Canada on the same footing as one from an SCC-accredited body. The SCC, ANAB, and UKAS are each signatories to the multilateral recognition arrangement for the ISO/IEC 27001 sub-scope, according to the IAF MLA member list dated December 31, 2025. The IAF merged with ILAC into Global Accreditation Cooperation Incorporated on January 1, 2026. Accreditations issued under the IAF MLA continue to be recognized while the arrangements transition to the new organization, so certificates in force today keep their standing.

Does a Toronto company need a Toronto-based certification body?

ISO 27001 certification in Toronto, Ottawa, Montreal, or Vancouver draws from the same pool of accredited bodies, because accreditation is what makes a certificate valid, not the auditor's office address. The practical questions are:

  • Time-zone coverage
  • Visits to any in-scope physical sites
  • French-language auditing where Quebec is in scope

Watch out

An unaccredited ISO 27001 certificate can fail a procurement review

Some bodies issue ISO 27001 certificates without accreditation from the SCC, ANAB, UKAS, or another recognized signatory, and a procurement team that checks the accreditation mark can reject them outright. Confirm accreditation for the ISO/IEC 27001 scope in the accreditation body's register before signing an audit contract.

Why can't an ISO 27001 consultant also issue the certificate?

An ISO 27001 consultant cannot certify a management system the consultant helped build, because accreditation rules keep consulting and certification in separate hands. ISO/IEC 17021-1 clause 5.2.5 states that a certification body, and any part of the same legal entity, shall not offer or provide management system consultancy. Clause 5.2.7 treats consultancy from a body related to the CB as a significant threat to impartiality. The recognized safeguard is that the CB does not certify that management system for at least two years after the consultancy ends.

Clause 5.2.6 also bars a CB from providing internal audits to certified clients, with the same two-year gap before the CB can certify a management system the CB audited internally (source: the ISO/IEC 17021-1:2015 preview).

Buyers searching for ISO 27001 certification consultants in Canada are shopping across four roles that belong with different firms:

Role in ISO 27001 certification What the role does Can the same firm certify?
Implementation partner (consultant or fractional security team)
  • Performs the capability assessment
  • Builds the ISMS
  • Writes the Statement of Applicability
  • Operates controls
No
Internal auditor (Clause 9.2) Audits the ISMS objectively and impartially before the certification body arrives No. A CB cannot also serve as the internal auditor for a certified client.
Certification body
  • Performs the Stage 1 and Stage 2 audits
  • Performs surveillance and recertification audits
  • Issues the certificate
Yes. The certification body is the only role that can.
GRC platform (Vanta, Drata, Secureframe) Tracks controls and collects evidence automatically No. A GRC platform is a tool, not an auditor.

The guide to ISO 27001 internal audit consulting in Canada covers the internal audit role in depth, and what to look for in an ISO 27001 internal auditor sets out the independence tests. The comparison of ISO 27001 internal audit providers lists firms that perform the Clause 9.2 audit.

How does the ISO 27001 certification cycle work?

The ISO 27001 certification cycle lasts three years and starts on the date of the certification decision. Under ISO/IEC 17021-1 clause 9.1.3, the audit program covers these audits:

ISO 27001 audit Timing What the certification body checks
Stage 1 After the ISMS is documented and operating
  • ISMS documentation
  • Scope
  • Readiness for Stage 2
  • Whether internal audits and management reviews are planned and performed
Stage 2 After Stage 1 concerns are addressed Implementation and effectiveness of the ISMS, including:
  • Operational controls
  • Internal audit
  • Management review
Certification decision After Stage 2 findings are closed Certificate issued. The three-year cycle begins.
Surveillance audit 1 Within 12 months of the certification decision
  • A sample of controls
  • Changes to the ISMS
  • Internal audit
  • Management review
Surveillance audit 2 At least once in the second calendar year The same, on a different sample
Recertification Year three, before expiry The full ISMS, to renew the certificate for another three years

Each surveillance audit is a paid engagement, so budget the three-year total. The ISO 27001 consulting in Canada guide breaks the total down year by year.

Key insight

Stage 1 checks for the ISO 27001 internal audit before Stage 2 begins

ISO/IEC 17021-1 lists, among the Stage 1 objectives, evaluating whether internal audits and management reviews are being planned and performed. A company that reaches Stage 1 without a completed, independent Clause 9.2 internal audit and a Clause 9.3 management review has a gap the certification body will note before Stage 2.

What is the status of ISO/IEC 27001:2022 in 2026?

ISO/IEC 27001:2022 is the only edition of the standard that certification bodies certify against in 2026. Under IAF MD 26, certification bodies could perform initial certifications and recertifications only against the 2022 edition from April 30, 2024, and certified organizations had to complete their transition by October 31, 2025.

The 2022 edition groups Annex A into 93 controls across four themes:

  • Organizational
  • People
  • Physical
  • Technological

The control guides for A.5.15 access control and A.8.15 logging show what auditors sample. In February 2024, ISO published Amendment 1: Climate action changes, which asks organizations to determine whether climate change is a relevant issue for the ISMS, one more item in the Clause 4 context analysis.

How long does ISO 27001 certification take in Canada?

ISO 27001 certification in Canada typically takes 6 to 12 months from kickoff to certificate for a mid-sized organization, and 4 to 6 months when an existing SOC 2 program already supplies the controls and the evidence. The calendar is set by two dates a GRC dashboard does not show: when Stage 2 is booked, and when the independent internal audit is done.

2026 ISO 27001 plan (starting from scratch) Indicative timing Output
Capability assessment and ISMS scoping Month 1
  • Scope statement
  • Gap list
  • Draft Statement of Applicability
Build:
  • Security Program Manual
  • Policies
  • Risk assessment
  • Controls
Months 1 to 4 Operating ISMS. The build itself typically takes 2 to 3 months.
Operate and collect evidence Months 3 to 8 Records showing controls working over time
Independent internal audit (Clause 9.2) and management review (Clause 9.3) About four weeks, before Stage 1 Internal audit report, closed or planned corrective actions
Stage 1 audit Months 6 to 10 Readiness conclusion and any areas of concern
Stage 2 audit and certification decision Months 7 to 12 ISO 27001 certificate

Book the certification body early: the Stage 2 date anchors every other step.

Key insight

The ISO 27001 timeline is set by the Stage 2 date, not the dashboard percentage

In engagements where teams track readiness by a GRC platform's passing percentage, the Stage 2 audit is often not yet booked and the Clause 9.2 internal audit has not been scoped. Both are calendar items. Neither shows up as a passing control on the dashboard.

What does ISO 27001 certification cost in Canada?

ISO 27001 certification cost in Canada has two parts, invoiced separately: the implementation work and the certification body's audit fees. The ISO 27001 cost guide breaks down the four factors that set the number. The published ranges are:

ISO 27001 cost element (Canada, 2026) Published range Notes
Gap analysis against ISO 27001:2022 Annex A CAD$3,000 to $7,000 Shows how much of the build remains
Implementation, under 50 employees CAD$15,000 to $40,000 ISMS design and build to audit-readiness
Implementation, 51 to 250 employees CAD$40,000 to $80,000 More systems and people in scope
Certification body audits (Stage 1, Stage 2, surveillance, recertification) Scope-based, quoted by the CB A separate contract with the accredited body

Four factors move a company within those bands:

  • Scope
  • Infrastructure (cloud, hybrid, or on-premises)
  • Existing SOC 2 coverage
  • Audit timing

The SOC 2 to ISO 27001 control mapping shows how much of an existing SOC 2 program carries over.

Does ISO 27001 certification help close enterprise deals in Canada and the US?

ISO 27001 certification helps close enterprise deals when the buyer's security review or contract asks for ISO 27001 by name. The certificate states the scope and that an accredited body certified the ISMS. Many North American buyers also want the control-level detail of a SOC 2 report, and the ISO 27001 vs. SOC 2 comparison covers which to pursue first.

The certificate holds up through three years of surveillance when the security capabilities come first:

  1. A capability assessment
  2. A Security Program Manual
  3. The policies, controls, and evidence the certification body will sample

Built in that order, certification is a byproduct of effective security.

What should a Canadian company check before ISO 27001 certification?

A Canadian company should check four items that the ISO 27001 standard leaves open:

Canadian consideration Impact on ISO 27001 certification What to ask
Data residency of audit evidence Evidence samples can contain personal information and system details. Some customers require Canadian residency by contract Where does the certification body store evidence, and on what platform?
French-language needs for Quebec Quebec staff may need to be interviewed in French, and Quebec customers may expect French-language documentation Can the CB assign French-speaking auditors and report in French?
Quebec Law 25 overlap Law 25 is a law. ISO 27001 is a voluntary framework. Section 3.3 requires a privacy impact assessment for information system projects involving personal information, and section 17 requires one before personal information is communicated outside Quebec Does the ISMS risk assessment feed the privacy impact assessment process, or run separately?
US buyers and SOC 2 Many US enterprise buyers ask for a SOC 2 report even when ISO 27001 is in place Will one shared control set serve both frameworks?

ISO 27001 does not make a company compliant with Law 25, PIPEDA, or any other statute, although a well-run ISMS supplies much of the security evidence those laws expect. The Law 25 compliance checklist lists the privacy-specific duties, and the statute is published on LégisQuébec.

How do you choose an ISO 27001 certification body?

Choosing an ISO 27001 certification body comes down to accreditation, independence, and fit. Use this 10-point checklist before signing:

  1. Accreditation scope. Accredited for ISO/IEC 27001 by the SCC, ANAB, UKAS, or another recognized signatory, covering the company's sector.
  2. Verifiable certificates. The CB's certificates appear in IAF CertSearch or the accreditation body's register.
  3. Independence. No consulting or internal audit on this ISMS in the past two years.
  4. Current edition. Audits against ISO/IEC 27001:2022 with Amendment 1:2024.
  5. Three-year quote. Prices Stage 1, Stage 2, both surveillance audits, and recertification.
  6. Audit days. States the audit days and how scope and headcount set them.
  7. Auditor competence. Named lead auditors know cloud SaaS, fintech, or health-tech environments.
  8. Language and time zone. Canadian time zones, and French if Quebec is in scope.
  9. Evidence handling. States where evidence is stored and for how long.
  10. Calendar. Commits to a Stage 2 window that meets the deal deadline.

Can NRC IRAP funding cover ISO 27001 readiness?

NRC IRAP funding can support the readiness phase of ISO 27001 for eligible companies when the work is framed as a technology project. Examples include:

  • Designing the security program
  • Implementing controls
  • Configuring the GRC platform

To work with NRC IRAP, a business must meet these minimum requirements, according to the National Research Council:

  • Be incorporated, for-profit, and operating in Canada
  • Employ up to 500 people (full-time equivalent)
  • Develop and commercialize innovative, technology-driven products or services
  • Be ready to create economic benefits in Canada

Meeting those minimum requirements does not guarantee NRC IRAP support or funding.

In Truvo engagements, IRAP-funded advisory and readiness work is invoiced hourly. The certification body's audit fee is a separate invoice. The NRC IRAP funding guide and IRAP funding page cover the application.

Frequently asked questions about ISO 27001 certification in Canada

How long does ISO 27001 certification take in Canada?

ISO 27001 certification in Canada typically takes 6 to 12 months from kickoff to certificate for a mid-sized organization. Companies with an existing SOC 2 program often finish in 4 to 6 months, because the controls and evidence already exist. The Stage 2 booking date and the independent internal audit set the final calendar more than any other step.

Is an ISO 27001 certificate from a US or UK certification body valid in Canada?

Yes. A certificate from a certification body accredited by ANAB in the US or UKAS in the UK is recognized in Canada on the same footing as one from an SCC-accredited body. All three accreditation bodies are signatories to the international recognition arrangement for ISO/IEC 27001, now administered by the Global Accreditation Cooperation.

How much does ISO 27001 certification cost in Canada?

ISO 27001 implementation in Canada typically costs CAD$15,000 to $40,000 for organizations under 50 employees and CAD$40,000 to $80,000 for those with 51 to 250 employees. A gap analysis costs CAD$3,000 to $7,000. The certification body's audit fees for Stage 1, Stage 2, and surveillance are quoted and invoiced separately.

Can an ISO 27001 consultant also certify my company?

No. ISO/IEC 17021-1 forbids a certification body, and any part of the same legal entity, from providing management system consultancy. Where a body related to the certification body has consulted on the ISMS, the recognized safeguard is a gap of at least two years before certification. The consultant builds and operates the program. An independent accredited body issues the certificate.

Is ISO 27001 certification mandatory in Canada?

No. ISO 27001 is a voluntary international standard, and no Canadian statute requires certification. Companies pursue ISO 27001 certification because customers, partners, or contracts ask for the certificate. Privacy laws such as PIPEDA and Quebec's Law 25 are mandatory once personal information is in scope, and an ISO 27001 certificate does not replace those legal obligations.

Which decisions matter most for ISO 27001 certification in Canada?

ISO 27001 certification in Canada comes down to three decisions:

  • An accredited certification body with no stake in the program under audit
  • A scope that matches what buyers ask to see
  • A Stage 2 date that anchors the plan
